A syntax error in config.toml prints a long traceback

Steps to reproduce:

  1. echo 'name = ' > ~/.config/hello-hut/config.toml
  2. hello-hut

hello-hut prints a 20-line Python traceback. I'd expect a single line such as hello-hut: config.toml, line 1: invalid value and exit status 2.

The fix is probably to catch tomllib.TOMLDecodeError in load_config() and turn it into a short message. Happy to review a patch.
